The EU (European Union) has banned using great apes in animal testing, and tightened regulations on the use of all primates in animal testing. To avoid repeated suffering by an animal, it lists different categories of pain: non-recovery, mild, moderate, and severe. It says that the same animal only be used again if the pain has been classifies as moderate and a vet has been consulted. The legislation has also called for government insepctions on a third of national labratories that uses animal testing. All breeders, suppliers and users of animals must apply for a license, which can be withdrawn if they do not comply with regulations.

The EU banned the use of animal testing in cosmetics last year, except for long-ruuning toxicology tests which will be banned in 2013. Too bad the U.S. is so much stupider about this kind of stuff than Europe.
